I have used one load of compost from the bin so far. It is now fairly cool, occasionally raising temperature and worms coming to the top! Should I remove compost at this time of year to allow regeneration?

I would say the best bet is to just have a quick look behind the hatch, people are often amazed at how much composting actually occurs ove the colder months. You can often open up the hatch in early spring to some really good looking compost. Dig a bit out, if it doesn't look ready, close up the hatch and leave it a bit longer. To raise the temperature you can try feeding the bin more regularly may every other day what ever waste you have available. Hope this helps.
