When to remove second harvest

I take a pragmatic approach and remove some from the bottom when the bin is full, in first year I removed 6 batches. If anything you remove is not well enough composted you can always mix it with fresh material and put it back in for another go round. If its mulch quality you can store it for a while to compost further or spread on soil.

I waited the recommended 90 days before removing my first successful harvest . My question is? Must I wait a further 90 days before removing any more ?
