Uncared for bin

My thoughts are;
I would take the composted material out of the hatch. If that is good mulch, then use it.
Fill the HotBin as normal. If the Composted material hasn't done enough, you can add it in small amounts as you fill the HotBin.

Good morning all,
Unfortunately for a Variety of reasons I have not been able to look after my hot bin in recent weeks, see attached. Do I need to empty and start again?
